if you are being blocked there are three things I would recommend checking
1 - as per Gautam suggestion, it might be worth trying at a later time
2 - check your proxy settings. As the browser can't find the url as well this could be the issue
3 - check for something like a firewall (related to 2) or antivirus blocking you here
