Hi,
Since you did not specify the board you are using (a TI dev kit or custom), per your description it seems the F28335 is either suffering overvoltage, excessive current in one or a few pins (shorted outputs, for example) or is permanently damaged. I would first verify all voltages and any possible misplaced connections, shorted pull up/down resistors, incorrect jumpers, etc.

In this case, the JTAG is only giving you an indirect diagnostic of the device status. If all else fails, there is a solution: replace the F28335 device in your board with a new one...
