Unfortunately I was never able to make my XDS200 emulators and boards work in Windows Vista 64-bits, which failed with the same issue as you. Part of the problem is that it relies on the standard CDC device drivers provided by Microsoft (additional details are in this forum thread), and other part is that CCS is not tested on Windows Vista.
In this case you could either use a different PC or try to create a virtual machine with Windows XP and see if the XDS200 emulator works from there (unfortunately both CCS and the emulators are not tested in Virtual Machines, therefore it is unknown).
