I hope this helps

1 - CCS is free to use with the xds100 emulator as well as various eval kits.    There is also a code size limited msp430 license.  All other cases would eventually require a purchased license.  So as long as you stick to the xds 100, you do not need to purchase ccs.

2 - ccs is the perfect tool to write the code and includes examples etc.   Of course, compiler included as well as a full development suite.
