I know that the Dev Kit comes with a version of CCS.  Is this a full version?  Limited?  Locked to the Dev Kit?
Note that there is now just one version of CCS. But there are different license for it that affect which emulators you can use with it. The Dev Kit uses the "bundled/free license". You can use the version that comes with the kit but chances are that it is an older version. I'd download the latest version (CCSv5.5). You can get a bundled license for it. The limitation for this license is described here:

When we move away from the Dev Kit to start working on our real design, can we use the CCS version from the Dev Kit?  Are there limitations?  Or do we have to purchase a full version?
It depends on what emulator you use. If you use an XDS100, then you can use the same bundled license. If you use a higher performance external emulator, you'll need a full license. Please check the url I mentioned above for more details.
If we purchase a full version, I don't want to have 2 installations if we need to go back to do proof of concept things with the Dev Kit, will the full Version work with the Dev Kit?
A full version would work with any emulator and device. You no longer need the bundled license. Note that you just need one CCS install. When you get the full license, you can update the existing CCS install with the full liencse.
With the Node Locked Licenses, can they be transferred to another machine if say a drive crashes or a PC is upgraded?  Can a Node Locked License originally used on Windows be migrated to Linux?
Sure. See: http://processors.wiki.ti.com/index.php/FAQ_-_CCSv4#Q:_I_changed_computers_how_do_I_update_.28re-host.29_my_license.3F

Is a local server required to use the floating licenses?  Is CCS usable if it can't contact the licensing server (ie, out of the office, etc)?
Yes some local server would be needed for floating licenses. Also see: http://processors.wiki.ti.com/index.php/FAQ_-_CCSv4#Q:_What_happens_with_a_floating_license_if_I.C2.A0go_home_with_a_laptop.3F

thanks
